Decide whether the form is internal or public

For internal forms, tenant identity and sharing are worth more than any feature list. For public forms they are worth nothing, and that is usually the whole decision.

Check what you would otherwise build in Power Automate

If a flow is doing scoring, routing or delivery that the form should do itself, count that flow as part of the cost of staying.

Ask where the data has to end up

Inside the Microsoft estate, Microsoft Forms wins on convenience. Outside it, look at native destinations rather than "supports Zapier", which is not the same thing at volume.

Keep sign-in requirements in mind

Microsoft Forms can restrict a form to people in the tenant. Elsewhere a form is public by link. Questionful respondents never need an account, which is the point for external forms and a consideration for internal ones.
