The shortlist
Each option, and who it suits.
01 Questionful
Best for: Forms that have to be scored, branched, or delivered somewhere
Unlimited responses on every paid plan from €19 a month, branching set per individual answer choice, quiz points with automatic scoring and per-answer feedback that can carry a link or a video, and question types most builders do not have: budget allocator, priority matrix, image hotspot, sketch pad, audio answer. Also exports any form as standalone HTML you host yourself. No public API yet, and no payment collection.

02 Tally
Best for: A simple form, built in five minutes, on a generous free tier
A document-style editor that is genuinely faster than everything else here for a short form, with a free tier most small projects never outgrow. The trade is depth: no real scoring, and the question set is the standard one.

03 Fillout
Best for: Forms whose value is where the data lands
A modern builder with a long native-integration list, strong database and spreadsheet destinations, and a public API. Scoring is something you assemble from calculated fields rather than a first-class feature.

04 Jotform
Best for: Payments, e-signatures, and a template for literally everything
The broadest product in the category: payment fields, huge template library, an API, and a widget for most things. The cost of that breadth is that what you need is often a widget, an add-on, or a tier away, and submissions are allocated per plan.

05 Google Forms
Best for: An internal form that only has to fill a spreadsheet
Free, no response cap, and already in the account of anyone with a Google login. Section jumps instead of per-answer branching, text-only quiz feedback, and nothing that pushes a response anywhere but a sheet.

06 SurveyMonkey
Best for: Market research at scale, with panels and real analysis
Cross-tabulation, weighting, significance testing, and a respondent panel you can buy a sample from. Priced accordingly, with the useful logic and integrations concentrated in the upper tiers.
